to derogate from Government its prerogative in formulating and executing land law and policy in Hong Kong. This Institution realises that the whole question of the acquisition of private property rights and the compensation therefore is one which is highly emotive and that there are, in Hong Kong, circumstances in which overriding political or social considerations, make it necessary and desirable to adopt laws and policies that are contrary to established British compulsory purchase practice and procedures.

Nevertheless, we feel that it would be of help if the Institution set out what it would consider to be a desirable system of land compensation, law and procedure insofar as land in the New Territories is concerned.
