Consideration might be given in the long term,
in the light of experience with the proposed system, to
abolition of the fixed compensation rate and the amendment
of the Crown Lands Resumption Ordinance to provide for an
assessment of compensation which would take some account
of the expectations under the proposed system. (Paragraph

Government should in due course consider the
possibility of establishing a permanent review board
with unofficial participation, which would have respon-
sibility for the review of the policies proposed in this
report and other policies and payments relating to the
clearance of land for development.
