8.10 The Working Group recommends that the New
Territories Administration should consider reviewing its
Letter B tender procedures so that Letter B will cease
to earn priority for tender in accordance with the date
of surrender after a certain period of time. (Paragraph
5.15)

The Working Group also recommends that the New
Territories Administration should review its procedures
in relation to consultation with those affected by
resumptions and for defining urban layouts in which the
new terms would apply. (Paragraph 6.1.1)
8.12 It will be necessary for Government to look at
the terms offered in respect of resumptions outside
urban layout areas; it is suggested that this might be
a proportion of the cash compensation rate proposed, in
this report. (Paragraph 6.2).

8.13 It will also be necessary for the Government to
look at the effect of the new proposals on recently
created exchange entitlements.
It will almost certainly
be necessary to pay new rates in respect of any
resumptions gazetted after the date when the Working
Group's proposals are made public.
