8. SUMMARY OF CONCLUSIONS AND RECOMMENDATIONS

The existing system probably was fair and

acceptable, but circumstances have changed in that :

8.1.1 The exchange ratio of agricultural land

of 5:2 no longer reflects the proportion

of new layout areas required for public

8.1.2 The present intensive development of

the new towns simultaneously in support

of the public housing programme is pro-

ducing commitments to provide building

land much faster than the new land can

The tender system tends to encourage the

reservation of the oldest Letter B for

tendering for the best sites in the urban

The cash compensation rate is related to

expectations under the exchange system and

there is no system of review; both the

current rate and the system for its review

should be related to land values and their

movement. (Paragraph 3.1.5)
