Paragraph 3.2 of this report sets out the
reasons why the Working Group decided not to recommend
the establishment of a statutory arbitration procedure.
Nevertheless, some members of the Working Group felt that the establishment of some form of supervisory or review
body which included unofficial members would make the
proposed system more acceptable to the public, and
help to ensure that it continued to meet the needs of the
times as they arise. There were moreover problems of
clearance and ex-gratia compensation, which are covered
by a separate system of ex-gratia payments, which are
outside the scope of this report, but which affect large
numbers of people in both the New Territories and the
urban areas. There seems some scope for unofficial
participation in the review of these rates, and it is
possible that if such a body were constituted, it could
also have some review function in relation to the
terms for acquisition for private land. This is a
matter which the Working Group recommends that the Government should seriously consider in due course.

The submission of the Royal Institution of Chartered Surveyors (Hong Kong Branch) proposes that all forms of exchanges should be discontinued, and
