land for the purpose. The Working Group

considered, on the basis of its present
performance, that at least for the next
few years it would be necessary for Govern--
ment to adopt the production of sufficient
land for disposal to holders of exchange
entitlements as one of its high priority
targets. In the circumstances of the
present review, this could not be left to
take second or third place to the develop-
ment objectives of the new urban developments.
However, there was no reason why the
acceptance of such targets should
significantly impair Government efforts
towards its other targets.
On reasonable pressure being put on
landowners to take up the exchange offers
made to them. In this context the Working
Group considered the possibility of setting
a time limit on the validity of "exchange
offers" made in the letters of offers to
the owners of land affected by resumptions.
It concluded, however, that a fixed limit
of so many years may well be unacceptable
for the time being, as
