In respect of half the area of each
private agricultural lot surrendered,
the owner should be offered cash compen-
sation at the rate of $27.00 per square
foot or such rate as shall be derived
from subsequent reviews, as proposed in
paragraph 5.9 below.
In respect of the remaining half of each
private agricultural lot surrendered,
the owner should be offered a choice
of either cash compensation at the rate
of $27.00 per square foot (as amended by
subsequent review) or a right to a future
5:2 exchange on the same terms as those
now offered in the present Letter B except
that the credit value will be $13.50 per
square foot or half of the value of the
cash offer.
Having arrived at a package offer for agricultural
land, the Working Group turned its attention to the
problem of the acquisition of building land.
Because
a considerable proportion of the building land is
acquired by village removal schemes, in which the village
is removed as a social entity to a new site, the actual
