in a system where exchange commitments
were to be met locally, would result in
a marked disparity of treatment of different
owners. With the retention of an exchange
system which allows for interchangeability
between different urban development areas,
it would be inconsistent to offer different
rates of compensation.
The system should relate to different classes
of land and not to different classes of owners
This point was considered important because,
in the past it had been contended that there
was a strong case for special recognition to
be given to those whose ownership derived by
descent from the lessees registered in
the original Block Crown Leases. Direct
descent in respect of village building land
in indigenous villages was recognised in
the special arrangements for village removal
which provide for the reconstruction in a
new area of villages affected by development
because of the Government policy of
maintaining, as far as possible, the social
integrity of New Territories villages affected
by public projects and development schemes.
