that the basis of determination should

be clear to all parties concerned.

If

a cash compensation offer was to be

made, it must be made quickly and it

would be unacceptable if the payment

was delayed by difficulties over

determination or controversy over the

amount.

3.1.4 It must, as far as possible, be capable

of rational explanation to the public at

large The present system was not well

understood outside the Government and

the New Territories, and the lack of

understanding had contributed in the

past to a lack of sympathy by the general

public for those affected. It was

recognised that the devising of a system

which would be fully understood by

everyone would be difficult, but the

Working Group had to accept that

intelligibility was one of the standards

by which its recommendations would be

judged.
