The system must be fair and acceptable

to those whose land is being acquired

The Working Group recognised that the

definition of "fair" was the core of

the problem, which had given rise to

its own formation. The present exchange

terms in the existing Letter B might well

be considered fair in their intentions

but, because of the difficulties of

producing land to meet commitments, and

other shortcomings of the system produced

by the accelerated development programme

with its emphasis on public rather than

private development, the system now

appeared to be rather less than fair

and was becoming increasingly

:

unacceptable to those affected.

The

Working Group recognised that the general

public could be misled by high prices of

land sold in the new layouts into a

false impression of the "value" of

agricultural land, but nevertheless

there appeared to be something mistaken

in a system of compensation rates which

did not move with the market. The general

conclusion was that any alternative
