for roads, open spaces and the provision of social services

and two would be available for private housing and

industrial development. Although Government's development

of reclamations and Crown hillside land greatly increased.

the Government's own input of land into the development,

this increase has been balanced by the requirement of a

larger proportion of the new land for public housing

and increased standards of provision of land for public

purposes and amenities. In present circumstances,

the overall ratio is no longer applicable in individual

layouts, where no significant proportion of the land

to be developed is virgin Crown land or seabed.

Timing of Availability of Land for Exchanges and Priority given to Its Availability

In 1973, the District Commissioner, New

Territories assessed that on the completion of the

development of all the areas then planned for urban

development in the New Territories, sufficient land would

have been made available to meet all exchange commitments

incurred in the acquisition of the private land which

would be affected. This theoretical position probably

remains true. but, if the exchange system were to remain

an acceptable and practical system for acquiring private

land, it would be essential that offers of new land

should follow the surrender of the old within a
