to be concerned with the general progress and to look after the practical problems of development in the New Territories;
to be responsible for the implementation and co-ordination of policies in respect of physical development of the New Territories;
to consider and approve detailed layouts prepared for development areas in the New Territories in accordance with the standards laid down by
the Land Development Policy Committee;
to consider such problems referred to it by the Land Development Policy Committee from time
to time as well as to prepare papers on specialised
topics for that committee.
