As the Working Group's report has been on sale for some time and as the subsidiary recommendations were an integral part of the report, it would be expected that Government should announce as soon as possible the official view and any action which it proposed to take on them. If accepted, it is proposed to announce the summary of the official comment on the proposals at the same time as the zoning proposals and rates for the New Territories non-layout areas; and the rates for New Kowloon and Hong Kong are publicised.

Honourable Members will be asked:
to advise whether:
(i)
(ii)
in principle, and subject to the approval of the Finance Committee, the zonings and rates proposed in paragraph 7 for land outside the layout areas should be adopted as from 1st November 1978;
the New Territories Development Progress Committee should be made responsible for the determination and revision of the boundaries of the compensation zones;
(iii) subject to the approval of the Finance Committee,
the rates proposed in paragraphs 13 and 16 for old schedule agricultural and building lots in New Kowloon and Hong Kong Island should be approved with effect from 1st November 1978 subject to the exception mentioned in paragraph 18; and
to note:

the official comment in respect of the Working Group's proposals and recommendations as set out in sub-paragraphs (a), (b), (c), (d), (f), (g) and (h) of paragraph 19 of this memorandum; that a further memorandum will be submitted before the 1979 review of ex-gratia payment rates setting out recommendations as to whether and how a suitable review committee in respect of the New Territories land acquisition policy and the standard rates of ex-gratia payment and allowances might be established.
