I refer to our disjointed conversations and correspondence on the matter of your being given delegated authority to issue visas in certain cases. We are now prepared to give you authority to issue visas to holders of UPG Diplomatic, Official and Service Passports visiting Hong Kong for periods up to three months, on official missions. I suggest that the effective date of this delegation should be the first working day in January 1979 and that the arrangements should continue for a period of six months when we will reossess the situation and consider whether they should become a permanent feature. Vises should be endorsed HK/IMM/CR 3/1261 followed by the period of the visit, which should be given in terms of one, two or three months. It does not matter about being a little bit generous to those asking for a visit of, for example, five weeks.
We agree to your using the standard UK visa telegram format for IMMA telegrams to ilong Kong but there are one or two items where we need a little more information than that implied in your letter of 30 October, and perhaps if I describe what we expect under the various headings shown on the cxample enclosed with your letter it will be cle rer:-

Agreed but we would be grateful if you would use the standard English names of organisations whenever possible. It took us a long time recently to find out that "Da Tung" referred to Cable and Wireless Ltd.
We would like to retain this paragraph for brief reasons for the visit, but we do not need to know about previous visits. If there are any special features about a visit, for example if you feel that there are some political, security or commercial aspects requiring further attention we would appreciate notification by separate, classified telegram.
Agreed and it would be desirable to have this much notice but for your own peace of mind all we really need is three clear working days and you may safely issue a visa outside of this time limit if you need to.
We will assume this moans from Peking, but if you know an applicant is starting his journey ex Canton we would appreciate forewarning.
The arrangements for the issue of visas to Diplomatic Couriers and official transit passengers remain unchanged, and all applications for visits of more than three months or for entry for employment or other purposes should continue to be referred to us for individual authority.

1. Please refer to your munutes of 17 November (Independent Countries) and 20 November (Independent Territories).

2. Since this exercise started as a result of Figi you may wish to know that earlier this year they consulted us informally about the proposed Golf Tournement and the inclusion of South Africans. It was clear from this that they had not decided on their policy as a result of the Gleneagles Agreement. However, I do not disagree that South African visas for Fiji should now be referred.
3. The Gleneagles Statement of June 1977 was sent in the Verbatim Service (153/77). Since then we have sent several guidance telegrams which have referred to the Gleneagles Agreement and UK policy. The latest of these was guidance telno 112 of 27 July 1978 when Nigeria decided not to participate in the Commonwealth Games in Edmonton, Canada. These were sent to most dependent Territories (the smaller ones were excluded because this only involves South African teams, or teams going to South Africa). Territories such as Hong Kong and Bermuda are therefore aware of our policy although we have not sent them specific instructions on how they should interprete the statement.

I therefore agree with Mr Dewar (his munute of 28 November) that we should not approach any independent Commonwealth countries; at the same time I do not see any need for an approach to dependent territories.
