The Secretary of States accepts that this is a very particular problem, and Dr Owen was grateful for your explanation of the background to it. Dr Owen thinks that we should discuss the issue with the Chinese more frequently than we have in the past. He has also commented that this subject is related to the question of the boat people which he recently discussed with the Australian Foreign Minister, Mr Andrew Peacock.
