1. Mr Martin Ennals, Secretary-General of Amnesty International, has written to the Secretary of State expressing concern at press reports of a recent incident involving illegal immigrants.

According to an article in "Le Monde an elderly resident of the New Territories was imprisoned for aiding four illegal immigrants. We have asked the Hong Kong Government for full details of the case and I recommend that Lord Goronwy-Roberts send an interim reply to Mr Ennals on the lines of the attached draft.
