1. I have spoken to News Department who have not been in contact with Mr Margach. My guess is that the article in question was prompted by the written answer on 17 February to a PQ tabled by Arthur Lewis about those in Hong Kong who have a right to enter the UK.
2. I have spoken to NTD and MVD who confirm that there is as yet no change in the plans for the new law although they agree that legislation resulting from the Green Paper is still some way off.
