1. I recently sent you a copy of the Governor of Hong Kong's despatch of 7 July upon the British Government's proposals for . change in the law of nationality. In due course we shall be grateful for your observations to enable us to reply to the Governor.

L M Davies, the Hong Kong Secretary for Security will be in London soon and will call on R J T McLaren, Head of Hong Kong and General Department, on 12 September in order to discuss the Green Paper. I think that our reply to the Governor should be delayed until we have taken his views into account. Would it be possible for you to meet a representative of SEAD and myself before Davies calls?
