Your
Excellency,
9th May, 1978.
Our school was established in 1973. It is a Government- subsidized secondary school, In the first four years, under the co-operation of the school authority and the teachers, the school had attained great achievements in both the moral and intellectual education of student, to which many educational bodies have given credits. The School of Education of The Chinese University of Hong Kong even set our School as one of the major schools for visits.
we,
Unfortunately, after the exposure of the misappropriation of school funds by the School Authorities last year, the then principal resigned, Miss Helda Kwan later took up the post as principal, In the beginning of her term of office as principal, a group of old teachers, had high expectation on her, hoping that the School would prosper under her intelligent guidance and capable management. However, things turned out the wrong way. Not only did she prove to be neither intelligent nor capable, she pushed the school to a fatal end, which was miles away from our original aims and objectives in education. The following are some of her major unreasonable measures and policies:

Segregation policy: After she had become the principal, she tried by every means to segregate old teachers and nev teachers so that the new teachers were prejudiced against the old ones. It resulted in difficulties in exchanging and sharing teaching experience, which is strongly against the basic principles of school administration.
Furthermore, she had tried to prevent the F.1 students from contacting students of higher forms, deliberately damaged the reputation of old students and shortened the time for students to stay at school for studies and activities. These practices are all contrary to education principles.
Discontinuation of moral education: In the past, whenever students misbehaved or showed bad conduct, the school was very strict in dealing with them in order to guide the students to correct their own mistakes. Now whenever any problems concerning conduct arise among students, the school never takes any appropriate measures. So these problems will spread, affecting more students. We feel that this attitude towards moral education is against the basic moral standard of an educator.
School bag incident: Ever since Miss Kwan assumed office, incidents in which students found their school bags secretly searched have taken place in school one after the other. These incidents had never happened in the past. Not only does the school take no active measures to prevent similar incidents in future, it ignores deliberately students' complaints to the school authorities,
Unreasonable measures: Teachers and students often requested to see the principal, either to lodge a complaint or to question various strange incidents in school. Their requests were usually turned down, The principal had,"on many occasions, called the police at the excuse of being intimidated by teachers and students. Acts like that were to put false accusations on teachers and students as to spoil their reputation. Furthermore, Miss Kwan has intentionally used fascist methods in summing the school, by instructing non-teaching staff members to do pointless jobs like taking photographs and taping conversation of teachers and students. Moreover, Miss Kwan constantly spread rumours outisde, put political labels on some teachers and repeatedly warned
