5. The negligence of discipline and counselling

In the past four years, teachers considered character training
a very important part of education and every effort was made to
achieve a change in behaviour among the problem students.
ever, since Kiss Kwan came to office, she had connived at the
misbehaviour of the students. Her bureaucratic and authoritarian
attitude towards the students showed obviously a complete lack of
understanding and concern.
There was an incident, which Miss Kwan commented in pu...lic,
concerning a student who reported the loss of $20. Then Mis5
Kwan was reported the case, she repeatedly asked if the girl
was sure she had lost the money. If the girl insisted on an
investigation, she said, it might result in all the students
not being able to have lunch.. She also reminded the girl that
if she had not really lost the money, she would be prosecuted
for making a false report, which was a criminal case. She even-
tually prodded the girl into saying that perhaps she left the $20
at home. Then Miss Kwan told the girl that, once she went home,
she could no longer come back and complain that she had lost the
money in the school. Miss Kwan's reported comment on this inci-
dent was that she thought it only proper to remind her of the
possible consequences of making false report about a crime.

The situation in the school deteriorated to such an extent
that it was clear Miss Kwan had lost the respect of most of the
students.
