C. The role of the Precious Blood Order
As the ICAC did not seem to be playing an active part
in rectifying the financial irregularities, and the school was
still continuing its malpractice, some of the teachers decided
that they should take action themselves instead of waiting for
an answer from the ICAC, They decided that they would talk to
Sister Leung directly.
On April 6, Mr. Topley, the Director of Education,
visited the school and had personal contact with Sister Leung
Kit-fun.
1. Meeting with Sister Leung on April 5
On April 5, two teachers went to see Sister Leung in
the Principal's office. They expressed their disappointment in
the principal and pointed out the unethical ways she procured
money from the students and exploited the school janitors.
Sister Leung admitted some of the charges against her but made
the excuse that she needed money to repay the government loans.
The two teachers told the principal that she should not have done
that even if her excuse had been true. And they also pointed out
that the money embezzled was put into the account of the Precious
Blood Order. The Order had to take up most of the responsibilities
though. Sister Leung herself was also responsible.
