During the first few years after the opening of the school,
teachers had already sensed the profiteering practices in the school. They had questioned Sister Leung about them on different occasions, but she had not been able to provide them with satisfactory explanations.
However, the teachers all had deep trust and confidence in Sister
Leung due to her seemingly persistent advocacy to righteousness,
honesty and social justice. Moreover, since the school was newly
established, a lot of student and management problems had arisen.
They awaited urgent solutions and drew all the attentions of the
teachers. Therefore, the teachers did not carry on their inquiry any
further.
A) Sequence of Events Leading to the Exposure of the Financial
Irregularities
1)
Irregularities having existed since the opening of the school
i) Collection of sundry fees from students:
A sum of not less than HK$50 had been collected yearly
from each student during the first four years as sundry fees, ie.
fees for paying various expenses used in art classes, domestic

about the uses of the capitation grant from the Government were not
known by the teachers at that time. So they never doubted the
school authorities in view of this. When Sister Leung told them the
collection of sundry fees as well as other extra charges were
"necessary", they questioned her no more, although remained puzzled.
ii) Wages of janitor staff were much lower than those in
other Government aided schools.
iii) Prices of items sold in the co-op run by the school were
exorbitantly high.
