in most instances, we believe we had the full co-operation of the

people we interviewed. While it would not be possible to enumerate

and comment on the massive quantity of information put before

us, we were able, on the basis of this information and given

the benefit of hindsight, to formulate, as fairly and objectively

as circumstances allowed, the findings and recommendations set

out in this Report.

Paragraph 4 of our Interim Report states that:

"In the course of our meetings it became apparent

that to fulfill the objective as stated in the Terms of Reference,

the aim of the recommendations will have to be two-fold, namely,

(a)

to avoid in general a recurrence of a similar state

of affairs in secondary schools in the public sector,

and

(b)

to avoid in particular a recurrence of a similar

state of affairs in the new school to be opened as

St. Teresa Secondary School in September for students

of the Precious Blood Golden Jubilee Secondary School

whose schooling has been disrupted by the closure of

the school."

We believe the recommendations contained in our Interim Report

have attained objective (b) above and we are pleased that the

Government has acted on our recommendations so quickly. In

preparing our Final Report, we have therefore focused our main

attention on objective (a) above.

the view that without a clear understanding of past events

leading to the closure of the School, it would not be possible
