COMMITTEE OF INQUIRY
PRECIOUS BLOOD GOLDEN JUBILEE SECONDARY SCHOOL
FINAL REPORT
On 16th May 1978, we were appointed by Your Excellency
to be Chairman and members of a Committee of Inquiry with the
following Terms of Reference:
"Having regard to the closure of Precious Blood Golden
Jubilee Secondary School, to make recommendations to the Governor
on what measures should be taken to avoid a recurrence of a
similar state of affairs in secondary schools in the public
sector.
As schools open in early September, the Committee
should submit an interim report before the 1st August 1978."

The Committee held a total of 83 meetings and met with
435 individuals directly or indirectly involved with the affair (A list of these individuals is given at Appendix A.). Written
submissions numbering 239 were received and considered and 14
Committee working papers were prepared and discussed.
Interim Report was completed on 1st July 1978 and submitted to
Your Excellency subsequently; this is our Final Report.

Whereas a judicial commission would have the power to
subpoena witnesses, to conduct examinations for the purpose of
verifying the accuracy of the testimony given, our Committee
