further demonstrations, culminating in a mass rally on 28 May. But there has not been a great deal of public sympathy for the aims of the demonstrators: most of those who opposed the closure did so out of concern at the disruption of the pupils' education. The Hong Kong Government have responded by making places available in other schools for all pupils of the Precious Blood School; so far, over two-thirds of the pupils have accepted this offer. A new school on the same site will open in September with the same Principal and some of the same staff (the school managers do not intend to renew the contracts of the 16 teachers involved in the present disturbances).

5. I am satisfied that the Hong Kong Government have acted in a responsible manner and that the closure of the school was justified. I recommend that the Minister of State reply to Miss Fookes on the lines of the attached draft.
