recommend that the Management Committee invite applications
for teaching posts from those teachers who are not being
offered contracts at St Teresa Secondary School.

Apart from the immediate objective of minimising
existing conflicts, we are hopeful that this school will

provide a new environment where the atmosphere which existed

in the Precious Blood Golden Jubilee Secondary School in its
earlier years could be re-established.
Given proper
guidance and supervision, constructive and positive
attitudes towards teaching and learning could be further
developed.
11. Finally we would like to submit two other recommendations,
which, we believe, should go some way towards reducing
prevailing tension and distrust. First, the Director of
Education, with whatever help the Precious Blood congregation
may be able to give, should take steps to make public his
findings of the financial mismanagement which occurred at
the Precious Blood Golden Jubilee Secondary School.
Second,
in view of the confusion that exists in the minds of some
members of the public, clarification is necessary with
regard to the following:
(a) the establishment of St Teresa Secondary School
was necessitated by a change of sponsorship as a result of
the Precious Blood congregation's intention, expressed as
early as April 1977, to relinquish sponsorship of the school,
which fact unfortunately has never been publicly
announced;
and
(b) the closure of the school and the change of
sponsorship leading to the establishment of the new
St Teresa Secondary School, though announced at the same
