Under these arrangements, fee income would cover approximately 30% of the cost of the subsidised courses at the colleges, though the major part of the fees on the two- year tertiary-level courses would be met indirectly by the Government through student grants. The cost of existing and any fifth-year courses at the colleges will have to be met entirely from fees.

D Universities and Polytechnic

Fees for full-time courses at the Polytechnic were increased to $1000 per annum in 1977. Tuition fees at the two universities are currently being raised by annual increases of $100 from $1750 per annum in 1977 to $2050 in 1980. Unit costs vary considerably between departments but fees represent under 10% of costs at all three institutions.

Annual grants of up to $2880 are available to university students and up to $1685 to Polytechnic students to cover tuition fees and the cost of books and equipment. In addition annual loans of up to $5400 are available to meet living expenses. Eligibility for assistance is assessed centrally with reference to the total resources of the students family and the number of dependants. In the last academic year some 66% of university students and 57% of Polytechnic students received some financial assistance, though the better-off among these students received only a loan element.
