The total number of Government teachers affected is 130 of whom 25 are on pensionable terms, 87 on contract and the remainder on temporary monthly terms. Pensionable officers would be allowed abolition of office terms, with the option of joining the ESF on contract terms thereafter (subject to their being acceptable); detailed arrangements for contract officers have yet to be worked out. A number of contract officers have retained an entitlement to higher salaries when the new teachers' pay structure was introduced, and Government may have to continue to pay the excess over the ESF scales on a long- term basis. Those on month-to-month terms will have their service terminated; the ESF, if it so wishes, may offer them employment on its own terms of service.

It will be necessary to consult the officers concerned before final decisions on staff arrangements are taken. It will not therefore be possible to finalise the arrangements and give a reasonable period for the teachers to decide whether or not to join the ESF in time to enable the Foundation to recruit new teachers to replace those who do not wish to stay on for the next academic year. It is therefore proposed to second all the Govern- ment teachers to the ESF for the first year, i.e. until July 1980. Those who do not wish to join the ESF will have to give notice by 30th November 1979 of their intention to leave in July 1980, to enable replacements to be recruited. There are also 75 non-teaching staff in Government English-speaking schools. It will assist in providing continuity in the administration of the schools if these officers transfer to the ESF. Therefore, pensionable officers would be given abolition of office terms. Some officers may not wish to transfer to the ESF, or the ESF may not wish to employ them and it should be possible to absorb these officers elsewhere in the Government service.
Level of Fees

The present annual fees for the English-speaking schools are $3,040 for the secondary schools and $1,900 for the primary schools. The present triennium ends in July
1979 and some increase in fees would be inevitable for the 1979-80 school year even if the present Code of Aid were retained unchanged because of increased costs over the 3-year period.
