Present higher education policies and practice

1. The term "higher education" in this document covers full- and part-time advanced courses provided in universities (including the Open University), polytechnics and other maintained, grant-aided or assisted further education institutions (including the former colleges of education). "Advanced" courses are broadly those which lead directly to qualifications of a higher standard than GCE Advanced level or its equivalents.

2. The growth in higher education student numbers since 1966 is shown in Tables 2 and 3 (covering respectively full-time and sandwich students and part-time students). In 1976/77 there were about 516,000 full-time and sandwich students; and about 230,000 part-time students, of whom 40,000 were taking courses in the evenings only. The last public expenditure White Paper* assumes increases by 1981/82 to 560,000 full-time and sandwich students and a total of about 250,000 part-time students. As explained in Cmnd 7049 (11), the growth allows for known demographic changes together with an increase in the participation rate of young post-school entrants (see Appendix II) from about 131⁄2 per cent currently to 14 per cent in 1981. Overall university numbers are planned to increase by 14 per cent over 1976/77 levels, while in the non-university sector the planned reduction in teacher training will be fully compensated by provision of other advanced level

courses.
