in mind, the Government believes that the appropriate first stage of development is to improve the operating standards of courses provided by the Education Department's Adult Education Section.

Such improvement will be effected by raising the level of Government assistance in the following ways. The hourly rate of remuneration for teaching staff has already been improved, and this will be kept under review in order to attract good quality teachers. A further necessary development is to broaden the curriculum on the secondary education courses and this will require arrangements to allow evening students to have access to school laboratories and other special rooms, together with the services of laboratory technicians. In order to provide impetus for curriculum development in adult education courses, it is proposed to establish a small specialist team for adult education within the Education Department who will offer advice to the Centres' staff on teaching methods, the selection and use of instructional and resources materials, and on changes within the curriculum. It is proposed also to strengthen the administration of adult education courses.

These measures, taken together, should enable an early improvement to be made in the standard of courses provided by the Education Department's Adult Education Section.

The private sector will continue to remain important in the provision of adult education. The adult education provided by voluntary organisations is not subvented by Government at the present time, but the Government will consider the need to assist voluntary organisations with selected activities which are not covered by the Education Department's own services.
