pay unreasonably high tuition fees. Moreover, even where an increase in tuition fees was found to be necessary, this would not carry any obligation on the Government to increase its assistance under the scheme.

The Post Secondary Colleges Ordinance may require revision, partly in consequence of the scheme of fee assistance and also because the present form of the Ordinance no longer seems satisfactory in defining the role of the colleges in Hong Kong's education system. The Government will consider introducing amending legislation at an early date.
