where there are sufficient alternative secondary education places available, there would no longer be a necessity for the Government to restrict the fees that independent schools may charge, thus allowing them to find their own level of economic viability. Some independent schools may choose to become non profit-making and may be acceptable for a per caput grant, provided that their operating standards are satisfactory and their places are required to meet approved public sector targets.

With all these considerations in mind, it is reckoned that during the 1980's there will be ample publicly- provided places in relation to the needs of the population in the age-group.
