Introduction

This Green Paper considers the development over the next decade of the main courses of education for those students who will continue their studies on a full-time or part-time basis at levels beyond the nine year course of general education that, from September 1978, will be made available to all. The courses of education reviewed are mainly those provided in the following institutions:-

secondary schools (Forms IV-VI); technical institutes;

registered post-secondary colleges;

the colleges of education (including the Technical

Teachers' College);

the universities and the Polytechnic;

adult education centres.

Chapter 2 describes the principal targets and recommendations which are discussed in greater detail in the following chapters. Chapters 3-5 are concerned with the principal considerations affecting the growth in educational opportunities for students completing Form III and later stages of school education. Chapters 6-11 look in turn at each type of institution, considering both quantitative targets and measures to improve quality. Chapter 12 describes the financial implications and Chapter 13 offers some final thoughts about the issues covered in earlier chapters and their implications.

The term "tertiary education" is used to refer to all types of post-school education for which completion of at least five years of secondary education is normally required. It thus includes the technician courses in technical institutes but not the craft-level courses; the latter are part of post-Form III provision.

This Green Paper contains tentative proposals that will serve as a basis for wider consultation before final decisions are taken. Comments on this Paper and the proposals it contains are welcome. They should be sent by the end of February 1978 to:-
