territorial effect of the determination of refugee status and the need for satisfactory practices concerning Convention travel documents. I very much hope that the sub-committee's recommendations will be adopted by the Executive Committee so that standards can be improved in these important fields.

The refugee problem is of vital concern to all mankind. The world has produced more refugees today than ever before.

In a sense this may be partly due to the fact that more people than ever before just simply refuse to tolerate the loss of basic freedoms and are prepared to stand out against abuses which offend the dignity of man. Such people deserve all our help, as does the High Commissioner in his daunting task. My Government lament the increasingly heavy burden placed upon him and his staff but they are confident that they will continue to do their utmost to respond wherever and whenever the situation demands.
