reconvened. As the Nigerian did not insist, the Secretariat
left out any mention of the Conference in the draft decisions of

13. As last year, the Patriotic Front (both ZANU and ZAPU)
raised in a restrained fashion the question of concessionary
British passports issued to Zimbabweans. The Nigerian delegate
asked the High Commissioner to report on the negotiations with
HMG which the 1977 Executive Committee requested him to under-

which Mr Jaeger made in reply to this point. He noted that some
progress had been achieved and that the UK authorities had
recently signified their agreement to the issue of Convention
Travel Documents (CTD). Mr Gould expanded on this question in
his statement on protection (paras 6-8 of Annex D). Although
the Patriotic Front did not return to the subject it is obvious
from discussions with them that their main concerns are the short
duration of these concessionary passports, the difficulty in
providing satisfactory documentation in order to obtain them,
and the difficulties that Zimbabwean holders are alleged to receive
at ports of entry. They do not seem interested in being issued
with CTDs instead. In contrast with last year, the Patriotic
Front representatives were moderate and friendly.
Conclusion
14. Once again this was a quiet and businesslike Session apart
from the traditional clashes over the Sahara
and Cyprus,
although the early appearance of the Nigerian draft "resolution"
with all the resounding language of the General Assembly did not
