The refugee situation in the different countries of Africa was
discussed by most speakers. There were appeals for increased
assistance from Zaire, Sudan, Zambia, ZANU (for Mozambique) and
from Ethiopia and Somalia on behalf of refugees in the Horn.
In fairly restrained terms the liberation movements (ZAPU, ZANU,
SWAPO) spoke about the situation in Southern Africa, ZAPU
mentioning particularly the plight of refugee children in
Botswana and Zambia. In General Assembly style the Nigerian
circulated a draft resolution the Executive Committee does not

however, persuaded to forego his draft in favour of the
traditional format of decisions prepared in apolitical style by
the Secretariat. Once again a strong political note was injected
into the debate by the now ritual clash between the Ambassadors
of Morocco and Algeria over the Saharawi refugees in the Tindouf
area of Algeria. With much skill and tact the Chairman eventually
brought this bilateral argument to an end on the understanding
that he would work out a balanced text for the report with the two
representatives after the meeting. In the meantime the Moroccan
tried to solicit support for a draft decision which he circulated
expressing the Moroccan point of view. This was eventually
dropped in favour of the Chairman's compromise text for the report.
Many speakers referred to the Pan African Conference on African
Refugee Problems to be held in Arusha (Tanzania) in August 1979
and the High Commissioner undertook to give it his full support.
