Conclusion of Special Flights
Hong Kong Vietnam
In his letter to you of 7 July 1978 Bim Davies reported on the progress of the evacuation of Hong Kong residents and dependents from Vietnam.
As explained in paragraph 4 of that letter, it has been difficult for the Vietnamese and Sammy Maideen to find enough passengers to fill an aircraft, and it was not until 21 October that we were able to run the 31st flight, on which we brought a full load of 16 Hong Kong residents, 120 dependents, 29 Vietnamese with onward entry to the UK, and 5 in transit to Macau. We have now carried a total of 4,619 persons on the 31 flights.
Since 1 July we have approved entry for 78 more people. We understand that approximately 100 of the cases previously approved may have left Vietnam by other means, which leaves around 200 people still awaiting permission to leave Vietnam. Not all of these will be able or willing to travel, but Maideen (who is now with us, but will be in London by the time you receive this letter) is confident that he will be able to fill one more flight by early next year. This timing seems to us realistic in view of the 4 months needed to set up the 31st flight.
Both Sammy Maideen and John Margetson will be in Hong Kong together later this month and this will give us an opportunity to discuss with them the arrangements for the last flight and the necessary publicity arrangements, on which we will then consult you.
