UNHCR CONSULTATIONS ON INDO-CHINESE REFUGEES:

In a conversation with Heidler (the HCR representative here) last week about the forthcoming HCR consultations Heidler asked whether the FCO had focused on the possibility of including in the consultations countries such as Liberia and Panama. He was speechless when I told him that not only had we focused on the matter but that we had encouraged the UNHCR in Geneva to invite them to the conference, only to be told that it was not the UNHCR's intention to do so since this particular aspect of the refugee problem needed further study. He suggested that he would immediately telephone the Deputy High Commissioner to urge that invitations be sent to both countries, plus any others which had large fleets operating in the South China Sea. I agreed he should do so.
