1. Mr Charles Irving MP has written to Mr Luard, enclosing a letter from a constituent about the plight of refugees from Vietnam, particularly those stranded on the ss HAI HONG off the coast of Malaysia.
2. I submit a draft reply. SEAD and HK&GD concur. As agreed with Mr Murray and Mr Weir, I shall be submitting separately on the wider Indo-Chinese refugee problem, with a view to formulating a line for the UK delegation to the forthcoming UNHCR consultations (11/12 December).
