Thank you for your letter of 3 November (not to all) taking up my suggestion of a memorandum . on refugees from Vietnam in Hong Kong. Due to pressure of other events I am afraid it has not been possible to prepare this in time for today's bag as I had hoped. We shall try to get it in the bag closing here on Tuesday, 28 November. reach you until Friday, 1 December. know if it would help to send you the text by telegram. Meanwhile, I enclose (not to copy addressees) two graphs showing the dramatic changes in the pattern of arrivals from 1975 up to 20 November 1978, together with a monthly table of arrivals and departures. latter is designed as an annex to the memorandum.

As of today, there are 4267 boat refugees awaiting resettlement from Hong Kong (including 299 temporarily housed in Macau). This total does not include the 253 illegal immigrants from China who were originally refugees who left Vietnam for China (our telno 1352 of 23 November, not to Kuala Lumpur).
We are telegraphing separately today about Hong Kong's participation in the UK delegation, also giving our views on what we hope will be discussed at these consultations. We very much hope that it will be possible for the UK delegation to take this occasion to offer to receive a substantial number of refugees, predominantly from Hong Kong (though we do not by any means underestimate the responsibility of the inter- national community to find ways to help relieve the massive problems faced by Malaysia.)
