SEAD may wish to consider whether any approach should be made to the Vietnamese Government to encourage their attendance (para 9 of the State Department telegram). Mr Kimball did not know whether the Americans had themselves spoken to the Vietnamese, but he thought they may well have done so in New York through their Missions to the UN.
