for programmes in countries of first asylum and by intensifying action to promote resettlement of the refugees in a wider range of countries. It is also necessary, in line with the above- mentioned decision, that the consultations consider the problem of refugees in distress at sea and related issues.
A provisional agenda is attached to serve as a basis for discussion.
My Office is presently preparing an Information Note outlining certain aspects of the problem for circulation to participants in advance of the consultations.
It would be much appreciated if your Government could inform me by not later than 27 November 1978 if it wishes to participate in the consultations and, if so, the name(s) of your Government's representative(s).
