The Assistant Political Adviser in Hong Kong has recently written giving useful background to the current position on Vietnamese refugees in Hong Kong.

2. In paragraph 9 of his letter, Mr Orr mentions that the UNHCR representative in Hong Kong asked, amongst other things, whether the Hong Kong Government would be prepared to make a contribution to UNHCR funds. Mr Orr suggests that there might be constitutional objections to a contribution.

The Hong Kong Government already makes contributions to other voluntary organisations, for example the UN fund for drug abuse control. I can see no reason why a contribution to UNHCR should be any different.

Subject to Mr Rushford's views I would have no objection to a reply to Hong Kong saying that we would welcome any help, financial or otherwise, that the Hong Kong Government is able to
