adopt a more restrictive policy than at present (see paragraph 6 above) on allowing immigrants to land against undertakings by UNHCR. Provided UNHCR continues to be able to provide accommodation and maintenance pending resettlement there should be no need to do so. However increasing efforts will be made to increase resettlement to countries other than the US and to persuade the US to allocate as many places as possible under its current programme to refugees in Hong Kong.
