1. Last year, we included in the brief the UK delegation to the UNHCR meeting, a background piece on the refugee problem in Hong Kong. It would be particularly appropriate to do so again this year and I should be most grateful to receive a draft by 25 September. It would I think be appropriate for the UK delegate to mention, in this year's debate, the special problems faced by Hong Kong. You should, therefore, list separately any points you would wish the UK delegate to make.
