I hope these comments have been of interest and help to

you. I welcome an exchange of views with you but regretably I

must leave by eleven o'clock. My colleagues will, however, be

happy to continue the discussien tomorrow. We are certain that we

shall gain much from your vicws and, as I indicated at the outset,

we intend to continue this process of consultation.

I should like to sum-up with certain conclusions and

requests:

1)

first, in planning for the future, we must take an

overall view of the region as a whole, and the

inter-relationships within it. Thus, the restoration

of stable conditions within and between nations

would do the most to resolve the problem of refugees

and displaced persons. As a United Nations

programme, cur efforts are naturally directed towards

the harmonisation of relations between states.

second, it follows that we must help refugees and

displaced persons whereever they presently are in

all parts of the region. Else; there will be an

additional reason for problems to spill over frontiers.

third, the third-country resettlement numbers should

be so devised and announced

as to enable a balanced

movement from each country in this area; they should

provide the possibility for the switching of numbers
