Chamber of Shipping, to ship-masters to act in accordance with humanitarian considerations and international conventions relating to rescue at sea, and respond to calls for assistance from "boat cases" in distress on the South China Sea. The willingness of
governments of the first port of call to offer temporary asylum and transit facilities has a certain influence on the willingness of
ship masters to respond to distress calls and rescue "boat cases". Efforts continue, therefore, to encourage both governments of ports of call and shipping companies to cooperate with UNHCR to find satisfactory humanitarian solutions.
IV FINANCING OF MATERIAL ASSISTANCE

For assistance to Indochinese refugees and displaced persons in Thailand and other countries, UNHCR initially established a
programme for 1973 estimated at US$ 10.26 million. Because of the
greatly increased influx during 1978, the budgetary estimates will
have to be increased and a new financial target is being established
Which will not be less than US$ 26 million. Contributions received
in cash and in kind amounted, as of 31 August 1978, to US$ 16,975,000.
10. It is urged that funds will be forthcoming fully to complete the financing of the programme and to ensure a continuity in the flow cf assistance. Such assistance is directed toward the provision of care and maintenance and the promotion of durable solutions,
including resettlement in third countries.
V CARE AND MAINTENANCE

In Thailand, the provision of care and maintenance has been a vital component of UNHCR's assistance programme. Such assistance includes basic food rations, shelter facilities, medical services, education and essential household equipment, and is provided through the Operations Centre for Displaced Persons of the Ministry of Interior to the thirteen centres for "land cases", the two temporary camps for "boat cases", and the two transit centres in Bangkok where the refugees and displaced persons are presently located.
