I have followed the correspondence about refugees resting with John Stewart's letter to you HKK 243/1 of 27 January, just arrived. For what it is worth, on my last visit to Saigon last week-end Sammy Maideen said that this time the flow of small boat refugees was in fact falling off.
2. As to the remaining ones in Hong Kong, I would really rather, having waited all this time, wait until Sammy is out of the way and his office closed down. I do not want to complicate things by making the Vietnamese think we are starting a new policy.
