Thim is to put on record our conversation of this morning.

I said that we were coming to the end of those people in Ho Chi Minh City who had
we would not genuine claims to be re-united with close relatives in Hong Kong. wich to keep on our unofficial establishment there for the sake of increasingly less frequent flights; and we could not ask Mr Maidoen to stay indefinitely.
You agreed that when things got to that stage the Department of Immigration in Hong Kong would be allowed to mend representatives, for brief periods of, say, ten days before each flight, to organise the formalities from the Hong Kong side.
Tais will be very helpful. de would dead one Englishman and one Chinese speaker.
