Subject to the following reservations: (a) the provisions of Articles 6. 7 (2), 8, 17 (1 and 2), 23 and 25 are regarded only as recommendations and not as obligations which are legally binding; (b) the provisions in Article 22 (1 and 2) are accepted only in so far as they apply to public education; (c) the provisions in Article 31 (1) are accepted only in regard to refugees who in the past have not been affected by a ban on residence or by expulsion from a decision emanating from a competent Austrian legal or administrative authority; (d) the provisions in Article 32 are accepted only in respect of refugees who have not been the subject of an expulsion order for reasons of security or of public order as a result of a measure based on penal law or on any other ground of public interest.
It is further declared that for the purpose of the obligations assumed by the Republic of Austria under this Convention, the words events occurring before January 1, 1951," in Article 1, Section A, shall be understood as referring to events occurring in Europe or elsewhere before January 1, 1951.

In all cases where this Convention grants to refugees the most favourable treatment accorded to nationals of a foreign country, this provision shall not be interpreted by the Belgian Government as necessarily involving the régime accorded to nationals of countries with which Belgium has concluded regional, customs, economic or political agreements.
